Omnibus is an ominous word. I once thought it was a double-decker bus in England. Now, whenever I see the word attached to a spending bill, I automatically know somebody is going to get a double decker screwing and it’s not politicians. Under the circumstances of the Omnibus Spending Bill cobbled together in a few days by four “bipartisan” senators who rank as the ttititual leaders of the corrupt “establishment, I thinks we may be in trouble. Politicians create the problem, then tell us they’ll solve the problems if only we re-elect them to office…BS!
I rather like the idea of a successful novice businessman seizing hold of the political machine, applying the tactics of business management (sales and profit) to its management style, firing heads who don’t understand the process and re-establishing the tenants of competent leadership. Apart from Trump, one or two other such successful leaders without prior experience, have revealed themselves. First time Senator David Perdue of Georgia and Senator Tom Cotton of Arkansas come immediately to mind. But, I drift from my course.
It’s not the deficit spending that bothers me. Deficit spending is good, to a point, for stimulating an economy. As our money is simply fiat money anyway, no longer backed by any tangible asset, like gold, it presents no problem for government simply to print more. That’s what has been done since the 1970’s. It’s all a phony economy manipulated by phony politicians who have no business being there if we are to Make America Great Again.
What irks me most is giving some level of victory to the obstructionist Marxist Democrat Party, when they have already lost all except the media and their whining voice. They don’t even deserve to be in congress. They lost everything in three consecutive national elections including the empowerment of their chosen Queen, Hillary Clinton. To still pander to the Democrat party’s demands is to insult Americans everywhere, including the President.
More to the issue of Conservatives, House Speaker Paul Ryan and Senate Majority leader Mitch McConnell, stand as the finest examples of corrupt political leadership,. They are the complete antithesis of honest government. They are of the “swamp.” The just passed Omnibus spending bill, reluctantly signed by President Trump, is their baby. It’s a hodge-poge of idiocy, spending tax payer funds on projects that only invigorate Democrat politicians.
The irritating glee and euphoria shown by Sen. Chuckie Schemer and the Democrats dimming light, former House Speaker Nancy Pelosi, should be enough to alarm Conservatives everywhere. When we stop gagging, we should turn our undivided attention to removing these RiNO’s, and many others, from office. Every incumbent Republican congressman, without at least an 80% Conservative voting record, should be challenged and removed from office.
The Senate is still locked up by a Senate rules change authored by once crazy Senate Majority Leader, Harry Reid, a staunch and rabid Progressive, to keep Republicans from winning any votes. It’s the filibuster rule that ensures a stacked deck against the opposition and allows the Majority Leader to change between a majority vote (51) to a super majority vote (60), when it suits his him. It’s still in play and McConnell doesn’t use it. Hence, the Omnibus spending bill, an unread 2000 page document, yet another trick to keep the “deep state” alive,. That’s the epitome of corruption, not the hallmark of statesmanship. I’m sick at heart with the Republican Party. They keep begging for money to support conservatives against those rascally Democrats. They’ll not get another dime until I see America Made Great Again.
Remember, freedom is the goal, the Constitution is the way. Now, go get ‘em!
Headed for the Home Stretch

The 11th week of the 2018 Legislative Session was packed with three legislative days and committee meetings throughout the week. There was plenty to do and we worked long days to accomplish many of our goals as we head into the home stretch. We have only one week remaining under the Gold Dome in 2018 and numerous pieces of legislation to debate before we can gavel out for the year.
During this week, the Senate passed the Fiscal Year 2019 General Budget, also known as House Bill 684. The FY19 General Budget is around $26 billion and is built on approximately 2.4 percent state fund growth. Increases for transportation projects, health care and economic development in rural areas are all accounted for in the FY19 budget. The Senate passed this budget on Fridaywith some changes to the House version. The bill is now in a conference committee where members from each chamber will meet to come up with a compromise.
I carried two House Bills in the Senate this week – House Bills 696 and 735. HB 696 creates a sales and use tax exemption for electricity and computer infrastructure used by high-technology data centers. If Georgia wants to keep growing, we have to create a business environment to attract emerging technology companies to our state. Under the provisions of HB 696, a tiered system will be created to give data centers tax exemptions if they meet a ‘minimum investment threshold.’ In order to attract these centers to rural Georgia for job creation and economic growth, I amended HB 696 in committee by creating separate investment thresholds based on population. A center would need to invest at least $150 million in counties with populations of fewer than 50,000 and for counties with a population less than 30,001, the threshold is $100 million. Additionally, a center must create at least 20 high-quality jobs and meet a series of other requirements, which fall into the tiered system. The bill also contains an exemption certificate process and has annual reporting requirements.
House Bill 735 creates an income tax credit for Class III railroad tracks for up to 50 percent of maintenance costs. Class III railroads are usually short-line tracks, so this tax credit will benefit small businesses operating in Georgia. In addition to creating the credit, HB 735 will also exempt land within a railroad’s right-of-way that is covered with rail from any local government fees related to the collection, disposal or general management of stormwater. This exemption does not apply to the railroad’s station, maintenance building or any other land used for railroad purposes. Additionally, a tax credit would be created for carpet facilities who purchase $20 million in qualified investment properties and create 25 new full time jobs between the years of 2018 and 2020.
This week, I was given the opportunity to welcome two very impressive University of North Georgia cadets to our Chamber. We honored them with Senate Resolutions 818 and 819. SR 818 commends Cadet Bryton Wenzel, who was ranked as the fifth Army ROTC cadet in the nation. He will soon graduate as a Distinguished Military Graduate and will be commissioned with the Georgia National Guard as a second lieutenant upon his graduation. Cadet Andrew Gomez was honored with SR 819, and he was ranked as the second Army ROTC cadet in the nation. He was also named to the 2017 National Order of Merit List of the United States Army Cadet Command and will graduate as a Distinguished Military Graduate this year. He will also be commissioned as a second lieutenant upon graduation and will be joining the Army Cyber Branch. It was truly an honor to have these distinguished cadets and other members of UNG with us.
Our very busy week resulted in the passage of 54 pieces of legislation for the people of Georgia, and there will be many more in the coming week. We now have only two days remaining and much to get done in a short amount of time. Although our time is limited, our deliberations and reviews of legislation will not be done in haste. I look forward to continuing my work for the members of the 51st District as this session winds down, and as always, I am here to help if I can be of service in any way.

Merit-Based System: “President Trump called this out last year and I give him high marks. This year he is backing our RAISE Act that Tom Cotton and I put forward. He talked about it today. We want to go to a merit-based immigration system.”
Plagued With Fraud: “Let’s talk about this Diversity Visa Lottery. This is a big fraud. It is fraught with fraud itself. It has social security fraud. It has identity fraud.”
National Security Issue: “Worse than that, 30% of the visas given out under this system go to countries that have been identified by ICE as harboring and promoting terrorism. In fact, the third largest recipient country for these visas is Iran. This is an insidious program. It needs to go away tonight.”
Finding Common Ground: “What we want to do in a merit-based system is eliminate chain migration. This is based on the same conclusion that the Democrats came to under Bill Clinton. President Bush created a commission to look at immigration. They suggested a merit-based system and Bill Clinton supported it. This should be a bipartisan approach to this problem.”
Proven To Work: “Most countries have already moved to protect their borders, their national security, and to provide for their economic growth and they do that within the immigration system. Canada and Australia did this decades ago. They went to a merit-based system where they bring the right kind of people in today relative to the economy and we don’t. We have a family based chain migration system that has got to end.”
Growing The Economy: “This is the biggest difference since 1990 and the Senator Ted Kennedy idea. If you look at our historical immigration, they came in, assimilated into the community, they learned English, they developed the skills, and they contributed to the economy. What we have going today is this politically correct idea that calls for an open border.”

WASHINGTON, D.C. – U.S. Senator David Perdue (R-GA), a member of the Bipartisan Congressional HBCU Caucus, joined Senators Cory Booker (D-NJ) and Tim Kaine (D-VA) to help improve the financial health of Historically Black Colleges and Universities (HBCU), some of our nation’s most critical higher education institutions.
Despite the fact that HBCUs provide educational opportunities to some of our nation’s most promising students, these institutions too often struggle financially. The HBCU Capital Financing Improvement Act would make technical changes to the HBCU Capital Financing Program, providing HBCUs access to capital financing or refinancing for the repair, renovation, and construction of campus infrastructure. These changes will allow more institutions to have access to the program, helping to offset disproportions faced by HBCUs in the private bond market.
“Georgia is home to 10 fantastic HBCUs that play an important role in educating America’s next leaders,” said Senator Perdue. “I am working to ensure all HBCUs in Georgia have the opportunity to get financial assistance for capital improvement projects that will only contribute to their positive impact on our state.”
Background
There are currently 10 HBCUs located in Georgia including Albany State University, Clark Atlanta University, Fort Valley State University, Interdenominational Theological Center, Morehouse College, Morehouse School of Medicine, Morris Brown College, Paine College, Savannah State University, and Spelman College. Senator Perdue has consistently worked to promote the interests of Georgia’s HBCUs in the U.S. Senate.

“President Trump is right, the Diversity Visa Lottery Program is a problem and is plagued by fraud. Given these serious concerns, Senator Cotton and I have proposed eliminating this outdated program as part of the RAISE Act. While Senate Democrats originally created the Diversity Visa Lottery in 1990, many have supported legislation that would have eliminated it in the years since. Background:
- The Immigration Act of 1990, established the current Diversity Visa Lottery Program which was spearheaded by Senator Chuck Schumer.
- The Diversity Lottery is plagued with fraud, advances no economic or humanitarian interest, and does not even promote diversity.
- The Diversity Lottery is an arbitrary way to distribute the privilege of U.S. citizenship based on nothing more than the luck of the draw.
- The RAISE Act would eliminate the 50,000 visas arbitrarily allocated to this lottery.

State & National January 22, 2018 Senate Gets Down to BusinessBy: Sen. Steve Gooch (R – Dahlonega) Although the Senate was in session for only two days this week, my colleagues and I were very busy under the Gold Dome addressing budget proposals and a key piece of legislation on the Senate Floor. The week started with Joint Senate and House Appropriations hearings on the Amended FY18 and General FY19 budgets. Governor Deal kicked off the hearings which included several different agencies presenting their budget proposals. I am happy to say that the state’s budget continues to be in good shape, with the General FY19 budget topping $26 billion for the first time. The General FY19 budget proposals were drafted with an estimated 2.9 percent state fund growth and around 3.8 percent tax revenue growth over the Amended FY18 revenue estimates. Included in the General FY19 budget are increases in funding for education and transportation. The General FY19 budget addresses the needs for the state to meet determined employer contributions within the Teachers Retirement System with a proposed increase of around $364 million. Additionally, around $120 million would be appropriated for enrollment growth and training. Along with these positive changes in the General FY19 budget, an important proposal in the Amended FY18 budget is adding $15 million to purchase 194 school buses statewide. This will positively impact our students by ensuring that buses are not overcrowded. The state’s growing need to address transportation infrastructure is also addressed in the General FY19 budget. An additional $31.6 million in projected revenues resulting from House Bill 170 – passed during the 2015 Legislation Session – will be added to the Georgia Department of Transportation (GDOT) budget. I am very happy to see that a piece of legislation we passed a couple of years ago is still making positive impacts for GDOT. Along with attending the budget hearings and carefully reviewing the proposals for the Amended FY18 and General FY19 budgets, my colleagues and I took up a very important piece of legislation in Senate Chamber. On Thursday, the Senate passed the Supporting and Strengthening Families Act, also known as the Adoption Bill, or HB 159. This bill passed with bipartisan support and is now headed over to the House of Representatives for their review. Final passage of this legislation and a signature into law by the Governor would allow our state to update our adoption system which has been the same for nearly 30 years. The Senate’s version of HB 159 clarifies many of the laws regarding who can adopt, who can act as a legal guardian and the rights held by the biological parents before and after giving their child up for adoption. Additionally, the version the Senate passed on Thursday states that if an agency is not involved in a private adoptive process, living expenses cannot be paid. The only expenses that can be paid in a private adoption are medical and counseling. These are just some of the highlights of the Senate version of HB 159. As this legislation moves through the legislative process, my colleagues and I will work with the Governor and House of Representatives to ensure there is cooperation to address concerns anyone may have. It is imperative that we pass this legislation so that we can assist the large number of children who are in foster care and need a loving and stable home. The pace of the session is going to pick up quickly with standing committees beginning to hold meetings next week to vet legislation pending from last year along with new bills introduced this year. Only Score That Matters: “We can’t get wrapped up in the bad numbers and bad timing coming from the Congressional Budget Office. The only score that matters to me is GDP growth and the jobs it creates.”
Time To Act Now: “The reason we want this tax code changed is to put people back to work and change lives here in America. The long-term benefit of this gives us more flexibility and more capital with which to solve this debt crisis. Growing the economy alone will not fix this debt crisis and we will not fix the debt crisis unless and until we fix this tax code. Investing Back Home: “We can clean up corporate welfare as we work on deductions, but the real thing is we’ve got to eliminate is the repatriation tax. There is between $2 and $3 trillion stuck overseas in U.S. profits. That money can come back into the country as a capital investment and create jobs.”
Solving Fiscal Problems: “Job one is get the economy going, then start working on these redundant agencies. I believe if we get tax done this year, the economy starts to work, then we can start saving social security, whose trust fund goes to zero in 17 years, and Medicare.”

Measured Approach: “A lot of people who immigrate here get trapped because they’re not qualified for the jobs that are available. About half of all immigrant households in America are in our welfare system. Nobody wants that for them. This is a way to try to protect both them, and the other workers that are coming in.”
Growing The Economy: “One of the ways you defend yourself is by having the best and the brightest talent in the world. That helped create this economic miracle over the last 70 years. We have the most qualified people in the world. Look at our nuclear capability today. It came from immigrants. Why wouldn’t we want to welcome those people?”

WASHINGTON, D.C. – U.S. Senator David Perdue (R-GA) made the following comments after the White House meeting on immigration today:
“President Trump, being an outsider and business guy, is driving consensus between Republicans and Democrats to fix our legal immigration system. Today’s White House meeting was to define the scope of this negotiation to include four items: solving the DACA situation, addressing border security, ending chain migration, and eliminating the outdated visa lottery. President Trump is trying to instill a sense of urgency to get something done on immigration, but this topic should not be part of funding the federal government. My personal focus continues to be on how we eliminate chain migration, which is a fundamental flaw in our current immigration policy. If any conversation about DACA is being held without that consideration, it is not going to go anywhere in the United States Senate. The first thing a DACA recipient will do if given permanent status is use chain migration laws to sponsor those who violated the law originally. Ending chain migration and eliminating the outdated visa lottery program is in our national security and economic interest. President Trump has done a great job making sure this remains a top priority in any immigration discussion.”
