Death of a Haralson County inmate leads to investigation

HARALSON COUNTY, Ga. – On February 11, 2024, at 9:00 PM, Jail Officers were called to attend to an inmate who reported difficulty breathing.
Upon arrival, they encountered Vinson Dowell, who expressed breathing complications.
As the situation escalated, Jail Staff initiated CPR and other life-saving interventions.
Emergency Medical Services (EMS) were summoned to the Haralson County Detention Center, where Mr. Dowell was transferred into their care for transport to a medical facility.
Mr. Dowell had been under custody at the Haralson County Detention Center since January 16, 2024, due to a probation violation after being incarcerated at the Douglas County Sheriff’s Office.
Regrettably, on February 12, 2024, Mr. Vinson Bernard Dowell, a 54-year-old male from Atlanta passed away.
Our sincere condolences and support are with Mr. Dowell’s family during this difficult time.
In accordance with the standard practice of having an independent third party investigate any incident of this nature; the Haralson County Sheriff’s Office has requested the Georgia Bureau of Investigations to conduct a thorough investigation into the circumstances.
Any further inquiries need to be directed to the GBI.
